Reading my last comment again, maybe I should give a bit of background. CUPS
uses the same UDP socket to broadcast data and to receive data. However, if it
gets bound to the local interface (127.0.0.1), broadcasting to the local
network fails with ENETUNREACH, because, indeed, there is no route from the
"lo" interface to the outside network...
CUPS will try to create its own UDP socket on startup, but that fails for
reasons described in comment 71.
In other words, if you really want to re-use a socket that was created by
systemd, you must call bind(2) on it, too.
