When NetworkManager is in use, only the NetworkManager is allowed to
provide settings by default (NETCONFIG_DNS_POLICY="auto" means then
"STATIC_FALLBACK NetworkManager") and NetworkManager is responsible
to provide the nameservers in desired order.
[Further note, that the nameserver in resolv.conf are considered to
be full recursive and know all names. Prepending is just a trick,
not a solution. More correct way would be to use per zone forwarders
in a local bind (or similar), but this is difficult to implement as
a general solution.]
