I found a workaround for the problem, at least for tablet PCs like mine where
the rotation is really only needed with the LCD, and an external monitor
doesn't generally need to be connected while the screen is flipped down in
tablet mode.
xrandr --output LVDS --rotate left --output VGA --off gives me a properly
rotated desktop of the proper size. This turns the VGA output off, so it can't
be used for rotation with multiple displays, but it works for the LCD at least.
It seems that this bug only affects systems with multiple displays, but in any
case xrandr should probably not bother allocating desktop space, etc for
disconnected displays, and automatically disable them. ~Loki
