this bug is caused by fix for bnc#721426, which sets, in this case, network
service as a "RemainAfterExit=no" service.
you have a static network configuration and when all processes are gone,
service is seen as "dead" instead of "running".
So, we need to add one or two LSB extra headers to tell systemd this service
should stay as "RemainAfterExit".
I propose adding
X-Remain-After-Exit: yes/no
X-Pidfile:
When X-Pidfile: is present, it would imply RemainAfterExit=no (this is
currently what is done when systemd detects "redhat" initscript header, where
pidfile value can be specified).
When X-Pidfile isn't specified and X-Remain-After-Exit isn't specified,
previous heuristic will remain for RemainAfterExit : if a process is running
after services is started, RemainAfterExit will be "false", otherwise, it will
be "true".
Opinions welcome.
