Yep.
You need cpufreq-aperf in the cpufrequtils package.
There also is turbostat in the very latest cpufrequtils package in factory.
But turbostat will get replaced by cpupower which I only have packaged in my
home dir/repo home:trenn.
The software.opensuse.org service is currently down. If it's up again you can
search for it, make sure you include home directories via advanced search
option.
It's not possible to measure the current frequency at that very moment, you can
only measure over a time, e.g. a second and you see the average freq each core
is/was in, but that's enough for your purpose.
Please reopen if you still think turbo mode does not work after these tests.
