I've did some more investigation.
If I choose "" keyboard the keytable is:
/etc/sysconfig/keyboard:KEYTABLE="us.map.gz"
linux-vqqu:~ # gzip -cd /usr/share/kbd/keymaps/i386/qwerty/us.map.gz
# us.map
keymaps 0-2,4-6,8-9,12
alt_is_meta
include "qwerty-layout"
include "linux-with-alt-and-altgr"
include "compose.latin1"
include "euro1.map"
strings as usual

linux-vqqu:~ # gzip -cd /usr/share/kbd/keymaps/i386/include/euro.map.gz
# Euro and cent
# [Say: "loadkeys euro" to get Euro and cent with Alt on the positions
# where many keyboards have E and C.

If i look at the /etc/X11/xorg.conf file, I see that the basic US keyboard is
used:
Section "InputDevice"
Driver "kbd"
Identifier "Keyboard[0]"
Option "Protocol" "Standard"
Option "XkbLayout" "us"
Option "XkbModel" "microsoftpro"
Option "XkbRules" "xfree86"
EndSection
When i select in the keyboard lay-out US Intl I see the following in the
/etc/X11/xorg.conf file:
Section "InputDevice"
Driver "kbd"
Identifier "Keyboard[0]"
Option "Protocol" "Standard"
Option "XkbLayout" "us"
Option "XkbModel" "microsoftpro"
Option "XkbRules" "xfree86"
Option "XkbVariant" "intl"
EndSection
The latter one is closer to the tty console keyboard. I think the current
situation is no consistent i.e. confusing.
In tty console you'll get a € but in x in don't get a €.
(If anyone chooses a querty keyboard (Where they normaly use quertz or azerty)
anywhere within the EU, won't they get a keyboard with the altgr € key?)
