This doesn't even work. Since systemd binds to 127.0.0.1:631, cupsd cannot create a UDP socket on 0.0.0.0:631 to announce shared printer. It will get EADDRINUSE from the kernel. BTW this is also reported already, see bnc 857778. FWIW the solution proposed by Johannes works for me. Remove cups.socket and cups.path (or disable them by default), and enable cups.service.
