So it is included. The problem, as I see it (see comment 11) is:
* initrd loads module e1000e
* 70-persistent-net.rules renames eth0 to cable
* rootfs takes over
* udev gets started(?)
* udev coldplug somehow renames cable to enXXX
Thinking about it, it looks like the rule is obeyed inside initrd, but not
during udev coldplug. It is obeyed after udev is started (unloading / reloading
e1000e, it works correctly).
