So, the problem seems to be that the default clock event device on your system
fails to resume the CPU from low-power states (by failing to send it
interrupts). That device is hpet according to the dmesg outputs you attached
earlier.
I'm not sure we can do much about that in the kernel, unless there is at least
one NOHZ kernel that worked for you on that machine. Do you have such a kernel
by chance?
