It is possible to boot to run level 3. This bug report may be similar to a bug report raised on openSUSE-11.2 (passed upstream), except its symptoms are more serious in 11.3. 11.2 similar bug report is here: https://bugzilla.novell.com/show_bug.cgi?id=555619 In openSUSE-11.2 it was possible to boot with option acpi=off, or with patience boot in Safe Mode. This does not work in 11.3 milestone4.
