It may be currently true for Photos, but it's not for Documents. Documents does
follow any folder that's indexed by tracker. Here are screenshots showing that:

You can see the file's properties in Documents shows it's not in the 'defaults'
but is one I have tracker indexing.
I believe this would be a preferable behavior, having these programs use
tracker's index for discovering files. It makes file storage more flexible and
gives the user more control over where they place files, folder naming schemes,
etc. However this isn't an openSUSE 'bug' or feature, so I concur with closing
this report. I will follow this up with the GNOME
