openSUSE has the udev rules entries in
/etc/udev/rules.d/55-libsane.rules
as it comes from SANE upstream.
According to
http://www.sane-project.org/cgi-bin/driver.pl?manu=&model=&bus=any&v=04b8&p=0863
none of the devices with ID 04b8:0863 is currently supported by SANE
so that there cannot be this ID in the udev rules from SANE.
This in no bug in the SANE software and accordingly
I close the issue as "invalid".
According to
http://www.sane-project.org/cgi-bin/driver.pl?manu=&model=&bus=any&v=04b8&p=0863
devices with ID 04b8:0863 are supported by the
third party driver "epkowa" from Avasys at
http://avasys.jp/eng/linux_driver/
If it does not work with the software from Avasys, you can only ask
Avasys for help and support, see "Third-Party Scanner Drivers" at
http://en.opensuse.org/SDB:Configuring_Scanners
If devices with ID 04b8:0863 are supported by a driver which is
included in SANE, please report this to the SANE upstream autors via
http://www.sane-project.org/
so that SANE upstream could do "the right thing" to support
devices with ID 04b8:0863 by the SANE software.
To get it working for now,
either
add the missing ID manually to /etc/udev/rules.d/55-libsane.rules
or
use the saned with a "Local Host Configuration" as described
in the "USB scanner access permissions via udev" section in
http://en.opensuse.org/SDB:Configuring_Scanners
