No, your case is valid: Removing cifs-utils should remove keyutils.
I can reproduce it on my machine as well, and Michael already identified the
problem. It's, from the solvers POV, a cornercase and he's looking for the best
way to fix this.
If deleting cifs-utils happens within the cleanup tree, while packages outside
the tree do recommend cifs-utils, the solver may skip to clean below cifs-utils
(assuming it stays due to the recommends), but later decides to remove it (due
to the cleanup request). That's wrong.
It works if deleting cifs-utils itself is a user request (zypper rm -u
cifs-utils), because then the recommends are overruled by the user request.
