I am not sure if this is the correct spot but the call comes closest so here
goes:
/etc/NetworkManager/dispatcher.d/privoxyd has a reload privoxy which does its
job it seems:

privoxy is running and you can get to the privoxy page on localhost but when
actually using the proxy web browsers (opera, FF, Chrome) all show the privoxy
page saying the domain name could not be resolved. This happens about 50% of
the reboots I tested so seems like a racing condition ?
If I however change the reload to a restart in
/etc/NetworkManager/dispatcher.d/privoxyd then it all works fine. Only side
effect is this:

but other then those 2 lines its running as it should from every single bootup
I tested.
