I have a comment and a request
Firstly, channel 13 has conflicts with channel 11 and you are not getting away
from that part of the spectrum. The 2.4 GHz channels are 5 MHz apart, but the
communication band is 20 MHz. With 802.11g, only one of these is used, but with
802.11n a total width of 40 MHz is used.
The device's PROM must contain a regulatory domain that does not allow channel
13. Perhaps the GB regdomain was getting set with ifup, but not when you boot
using NM. We can test that by creating a file named
/etc/modprobe.d/50-cfg80211.conf containing the line "cfg80211 options
ieee80211_regdom=GB" and reboot. That will force a regdomain from the time the
module loads. Does that allow NM to work?
If not, please provide the cfg80211 logged info after you have just booted.
'dmesg | grep cfg80211' should be what we need to see the regulatory domain
information.
