On the IPv4 side, there are multiple switches enabling/disabling
several stages of autoconf:
BOOTPROTO="autoip" -- more exactly "+autoup":
autoip dhcp+autoip
may be used for a IPv4 zeroconf setup or as fall back to autoip
if dhcp fails.
Note: this has nothing to do with the avahi-autoipd hook which seems
to be installed by default on 13.1 and _conflicts_/breaks the above.

So basically, IPv4 autoip route thingy is effectively disabled on 13.1,
because the LINKLOCAL_INTERFACES does not match in most cases.
Michal:
It makes sense to explicitly set NOZEROCONF="yes" in any ifcfg-file,
except the file is also using "autoip" in BOOTPROTO.
The NOZEROCONF flag will be changed to "yes" as default. See also:
