I also experience this on all my 12.2 systems. It only happens the first time
you log in and a lot of disk activity is just after the first character
entered.
the way I circumvent this, is by actually inputting the first character of the
password; wait shortly and then continue. Generally one second is enough I
believe.
So it seems that the input is missed at the time the disk activity is taking
place.
At first I thought that maybe systemd wanted to start something else needed but
that was just a wild guess as I haven't closely checked the logs/activities.
