I have nothing much to add to what Francis said in comment #16, but I'm really
tempted to consider this a blocker.
Just consider that with this issue, openSUSE is going to ship again, after 3
development periods, with a rough and not fully friendly and easy to use
package manager.
It's becoming annoying and it's hard to explain to users that, after the
experience with zmd, we had a temporary fix with 10.2 and we expected a final
fix with 10.3, but due to lack of time, we will probably have it for 11.
Now it's difficult to understand why we haven't a fully working package manager
without major issues like this one. It's hard to justify it, independently from
the point of view. You had 8 months for 10.3, and at least 6 months considering
10.2 development period too. Fixing the package manager had to be mandatory,
which means _all_ efforts should have gone there, if you knew you were strict
on time.
