Also works when SCIM is deactivated through /etc/sysconfig/language
INPUT_METHOD=none.
This is really odd, I could not find what process actually enables ctrl_toggle.
Neither startx, nor X directly, nor icewm-session, nor SCIM nor kdm do, but
logging in through kdm - and it's there when icewm is done loading.

This stays the same, whether ctrls_toggle is actually available (normal login)
