I have no knowledge how the systemd functionality works
and/or how it is implemented in CUPS nor do I know
how the systemd functionality for CUPS is meant to work
(i.e. the policy behind how it should work).
The whole systemd functionality for the openSUSE
cups package was contributed by Cristian Rodríguez,
see the cups RPM changelog entries.
I would appreciate it if those who know about systemd
could work together with CUPS upstream to get
official support for systemd in upstream CUPS, see also

Regarding the systemd policy for CUPS I would appreciate it
if those who know about systemd could work together with other
Linux distributions to get a common systemd policy for CUPS
so that CUPS would behave the same by default for all users.
For systemd support there are the CUPS upstream
feature requests STR#3917 and STR#3955

This feature was sitting in "license limbo" at Apple for a long time
because the copyright agreement with Apple was missing for STR#3917.

This means official support for systemd in upstream CUPS could be
