As you can see in the attachment, hwinfo reports /dev/sda to be 0x81 and
/dev/sdb as 0x80, which is where the order comes from:

YaST can hardly do anything about the order, you have to change it manually.
Bernhard, returning to you, since I doubt that hwinfo just switched the BIOS
IDs...
