I think this is correct wrt. spec in a default system:
$ grep upower /etc/polkit-default-privs.standard
org.freedesktop.upower.suspend
auth_admin:auth_admin:yes
What this means it's a race which session's powerdevil gets and acts on the
button press first. If the inactive 2nd session's powerdevil gets the sleep
button press or lid close first and tries to trigger the suspend action, which
is auth_admin, and this triggers a polkit action auth dialog.
Would adding a cutout if the session is not active in powerdevil make sense?
When you say your perms are yes:yes:yes did you look at the
/etc/polkit-default* files or the upstream polkit files in /usr/share/...?
