Free Pascal is no GCC compiled package, so there is no configure. A RPM built
on one distro is mostly (the startup crt*.o's for dynamically linked programs
are the sole difference, note that most binaries are static) the same on all
other targets.
The official FPC RPMs are tested on Fedora core, and are considered a service
to the RPM using community. (the binary .tar with installer script is
considered authoritative) Till now we (over a decade) we have been mostly able
to use these RPMs on Suse too.
If the SUSE community thinks this new situation is necessary, probably a SUSE
specific FPC spec file must be made with appropriate compiler configuration,
maintained and regularly tested.
