This can happen when a release number is reused, and a mirror didn't delete the old package. The insserv-compat packet was briefly deleted from Factory, messing up the rebuild counter tracking.

I triggered a rebuild as an attempt to mitigate the problem, but build-compare script skipped the update: Retried build at Tue Feb 23 10:07:16 2021 returned same result, skipped

Maybe wipe binaries and then rebuild? Thanks Michal
