libzypp builds [not tested if it actually works yet] with the attached

We also don't ship hal, and were pleased to find the proper #ifdefs are
already there when patching out the dep -- they just weren't activated in
the build system. The second patch I've attached does that.

JFYI: libzypp-6.8.3 (git:master) builds with rpm-5 and without hal.
