This raises the general question if XML and REST are good
encapsulations for such data. I very much doubt it.

The resource should be used to configure and manage the monitoring
service. Transfering (possibly) huge amounts of data should be done by
other means.

This shouldn't be a general problem. To reduce the amount of data, it can be
compressed. It's possible to do this transparently.

Or it could be transferred in an alternative format like JSON or something
else which is more efficient.
