I think the correct tag is <timezone>, not <clock>. At least when I run 'yast2
autoyast', change the time zone settings and save it as simple profile, it
writes

<timezone>
<hwclock>localtime</hwclock>
<timezone>Africa/Douala</timezone>
</timezone>
