Just to make sure, try the following:
#mount /dev/pktcdvd0 /mnt/cdrw -t udf -o ro,noatime
cdrwtool -i -d /dev/cdrw using device /dev/cdrw 1472KB internal buffer setting write speed to 12x

Do you correctly setup your CDRW drive for writing ?
pktsetup /dev/pktcdvd0 /dev/cdrom
What return lsmod ?
Are you shure you have formatted CDRW disc with UDF filesystem ?
Also you can try this:
rm /dev/pktcdvd0 mknode /dev/pktcdvd0 b 97 0

insmod pktcdvd Using /lib/modules/2.4.17/kernel/drivers/block/pktcdvd.o insmod: a module named pktcdvd already exists
I try to mount it with the options... mount /dev/pktcdvd0 /mnt/cdrw -t udf -o rw,noatime
mount: wrong fs type, bad option, bad superblock on /dev/pktcdvd0, or too many mounted file systems

Hi David.
You probably forgot to load pktcdvd.o module (in case pktcdvd block device is compiled as loadable kernel module), for example:
/./sbin/insmod /./lib/modules/2.4.17/kernel/drivers/block/pktcdvd.o
Change symbolic link /dev/cdrom -> /dev/hdc to /dev/cdrom -> /dev/sr0
if
you use SCSI emulation for IDE CDRW drive:
cd /./dev/ ln -s /dev/sr0 /dev/cdrom
Hope this helps.
