I would say BOTH, since I think enabling those two options enables hooks in kernel to accept the udf.o module later. Am I wrong?
FIRST you enable CONFIG_UDF_*, compile the kernel, THEN you update the udf.o module.
If your using the external source (which you should be) then the kernel configuration settings don't affect compiling the external module.
