It does. If you use those tricks to make free space on the disk, that space is instantly filled up again on the next upgrade. Disk full again, failed upgrade.

We are talking of that precisely. The OP has that precise problem. And I do.
Perhaps, if you're that critical for space, those packages that _do_ have the extra language packs that 'bleachbit' cleaned out previously will put them back, and you'll need to run 'bleachbit' again.
