You would need the minimal X install, which I never remember the name, and has some problems that were recently commented.
Xinit, GDM, and dudgie-desktop are all installed, but when I run budgie-desktop it cannot connect to the init server.
Did you try "init 3"?
I can run startx as root and get a gnome shell. I get a permission denied without root, "xf860OpenConsole: Cannot open virtual console 3 (permission denied)"
