I'm sure some new packages first have a FATE entry, but I'm believe it is rare. Technically you just issue an SR, get it declined, fix the technical/legal issues, repeat until accepted: https://en.opensuse.org/openSUSE:How_to_contribute_to_Factory#How_to_add_a_n... My first SR to factory took several back and forths as I learned the requirements. It would have been smarter to prepare my package then ask the people on the openSUSE-packaging mailing list to review it. Then I've learned to pay extra attention to the License Field. On new packages a person actually reviews the new package and the License field to ensure your designation of the license matches the reality of what's in the package.
From the non-technical side, you need to commit to yourself that you will maintain the package for some years. Then send an email here (-factory) letting people know you have added it to factory and what benefit it is to people, or why you did it.
