My HP AMD quad core multimedia laptop has a better than average radeon graphics built in. In Kubuntu 16.04 the graphics drivers suck big time. There are, at least near as I can find, no Catalyst drivers available. Only the crappy ones built in. Catalyst has been deprecated for over a year. Mesa is doing rather well lately, and is perfectly capable of running (for example) AAA games with high graphics settings; why do you say it "sucks"?
Finally, this is an openSUSE mailing list so your experiences with Kubuntu aren't necessarily relevant.

We are both using KDE with Plasma. I suppose it is possible that OpenSuse has added different drivers to KDE than what Kubuntu uses.
Hmm. Sometimes distro vendors do weird things, and don't always make the best decisions. Perhaps Kubuntu does something strange with its llvm package. Who can say? As an aside, have you considered KDE Neon? If you don't know, it's a fork of Kubuntu that Jonathan Riddell started after parting ways with Canonical.
The drivers included in KDE/Plasma barely make the graphics work. It's really kind of hard to explain. When switching from one window to another sometimes the new window opens completely and other times it only partially opens. Parts of the old window still show. It's just a total mess. In 14.04 and Catalyst the graphics are fantastic.
I hate to be the guy who says "well it works for me", but it does. I haven't experienced these issues - sorry. Maybe file a bug report? Also, it's been a long time since I used Ubuntu, but when I did I *always* had problems with in-place upgrades. Something always went horribly wrong. I learned the hard way to perform a clean install when a new version released. Kind regards, Huw
