I'm sure we can think of other reasons. Access control (such as James mentioned) isn't just about "secrecy". A pharma company is bound by other regulations, even ones not pertaining to issues of pharmaceutical trade secrets such as Sarbanes-Oxley (or since James is in Canada, Bill 198).
