Here's what has worked for me (installing to an external drive but not a flash drive): On the first bootloader screen, there's a button for "Boot Loader Installation Details". That's for grub2 (but not for grub2-efi). Click on that, and you will see the disks listed in order. Change the order so that the external drive (the one you will boot from) comes first.
