That's the 'isolate' unit that is invoked when you do 'init 2' That's the default. Modify as needed. We've established that you _can_ modify away from the defaults :-)

Level 2 does not exist, it is level 3 in fact.
What I meant was that I was not sure if calling "init 2" would try to run "runlevel2.target" or not. Well, that doubt is cleared, it can.
The remaining problem is that a distinct level 2, similar to the old level 2, does not exist. You have to take the work to define it yourself entirely. It can be done, but it is not done.
Help me here: I said to look at that file; I did not say that file was the answer, that it was "-without networking'. I did say to modify it.
