Have you tried from terminal the following?
1) /sbin/shutdown -h -P now
or even better as root
2) su - password: shutdown -h -P now
3) Is it the same experience (hanging on)? 4) Does it happen GUI goes off but still power on? 5) Have you checked BIOS firmware updates available?

I've also tried "init 0" from a terminal session
I found no difference because it happens randomly. In fact, it did happen recently.
