Before I was using windows XP, and it did the same thing, but I just installed openSUSE 11.4 (x86_64) so I was thinking that there might be something that is fixable using SUSE but was not fixable using windows (I have a lot of other reasons for going to SUSE besides this).
My motherboard is an msi k9vgm_v
G I would think that this is "as designed". When a pc is powered off, it is still in 'standby', and usb devices are still powered to some degree (ie you can still charge a mobile phone plugged into the computer, when, in theory. it is powered off). Then again, I could be wrong... :-) With a little bit luck that can be configured in BIOS. But, I own a machine where that's not possible, making my master/slave plug board useless
