The common source of that "hours" error, is that the owner set up the clock, and forgot to erase /etc/adjtime. This file gets the wrong adjustment if you move the clock up or down by an hour.
If that were the case, how would restarting ntp fix that? ntp is running from boot, and it does not work. Do NOTHING other than 'rcntp restart', and all is well again.
Till next boot, then it will be wrong again. It is obvious. Restarting ntp forces it to set the system clock. But the cmos clock adjustment in /etc/adjtime gets the wrong idea when you set the clock that way. - -- Cheers / Saludos, Carlos E. R.
