oh no, on the first login after deleting everything, one additional "unnamed" activity was created. that's what you mean? probably because w/o config files,, plasma always creates a blank activity, and then adds whatever is inside the plasma-desktop/activity/ dir. but after that mine are not increasing.
Thanks everyone for the detailed steps to reproduce. This is being tracked upstream at https://bugs.kde.org/show_bug.cgi?id=248386 Upstream Plasma devs have found the cause: when an Activity is stopped or deleted, its Containment (panel, desktop) objects were not removed from the Plasma configuration. On next startup, Plasma sees these Containments that are not assigned to any Activity and helpfully creates a new Activity to maintain its sanity. I'll let this thread know when there is a fix in our packages.
