IIRC, I have more than one system with this problem. I just found one running 11.2 & 3.5.10 release 32.
What logs can I look at, what package can I check or what test can I run to find out what's happening and hopefully make the little guys jump back into kcontrol?
Try running kbuildsycoca --noincremental. This rebuilds the cache of all the .desktop files on your system, including those that define the kcontrol tree.
Changed nothing here.
However, if your sycoca was broken, I'd expect you to be telling me that your K menu wasn't working and that apps weren't finding their plugins.
Which apps, what plugins?
Also, check that /var/tmp/kdecache-$USER is writeable.
