Press Alt+F2 and in the box type "Personal Settings" and press enter. Click on Appearance and select Style and set it to Plastique and click Apply. Then click on the Windows and select Plastik for the window decoration. You can even go to Icons and select Crystal SVG for the icon theme. I thought i remember that Plastik was a popular theme for KDE3. In the Personal Settings, you can configure mostly everything for your desktop.
You can also install the package 'gos-wallpapers' to get some KDE 3-era wallpapers.
The 'Aya' desktop theme is most KDE 3 - like, without transparency. right click the desktop, Desktop Settings to change it [*].
You can also change the icons to the crystal SVG set from KDE 3.
