Yes I know that --datadir, --libdir, etc.. will change depending on the package and i686 v. x86_64, but others like --mandir should be constant. Is there such a list somewhere?

You can also just use %configure which then gets filled in by the RPM Macro automatically ... and overwrite the stuff you want to change afterwards.
e.g. %configure --datadir=/usr/share/php5
