Right. I won't do what John suggests for a couple of good reasons
* KDE should make widget placement stable when unlocked so that widgets don't run all over like roaches the instant the lock comes off. Not that I have noticed this much in 4.3.0.
* Locked Widgets mode is there so that admins can really lock the desktop layout, so I'm not going to workaround it.

But your first asterisk is still a pipe dream. It doesn't take much to totally trash a desktop still in 4.3, and you then have to dredge thru the archives to figure out what file to nuke so you can start over. Happened the other day. Panel disappeared off of the second desktop in the pager. No way to get it back. I could use the scroll wheel to get to the first desktop, but still could find no setting that said put a panel only on desktop #1. Log out, log back in, its all fixed. And your second asterisk makes no sense if you have the unlock option on every right-click or cashew. (The idea that admins might want to lock it is probably essential if anyone tried to use KDE4 in an office/school environment.) If the goal is to run unlocked so that simple things like moving a widget are actually easy (without a call to IT department to send an Admin up to unlock the desktop), then perhaps there should be a "CheckPoint" button which copies and sequesters all (ALL) KDE settings, so you could try out something and roll back if you don't like it, (or, your desktop goes berserk). Roaches. Good analogy to what I have seen happen, mostly under 4.2, less so under 4.3.
