I think that you are referring to the device notifier widget. What version of KDE are you running? Under 4.2.4, you can add it by right clicking on the task bar -> Panel Options -> Add widgets->Device Notifier.

Please let me know if I am totally hijacking a thread here and I will ask separately: I think I am having a similar problem. All of a sudden my USB stick will not show on plug-in, but also does not appear under Computer->Sys Info, so apparently hotplug ability is gone. The only thing I can remember doing recently as a change was to install Virtual Box, but it is not running. Any suggestions?
