It is. It is highly recommended to do something that only experienced users can understand what the message talks about, fire up YaST Partitioner, load old fstab, and here I can't say exactly what is next step. Is it, select partition, press edit, change addressing from device name to dev-id, and so on, for each partition, or go back to Installation Proposal screen and Installer will do the rest automatically. I don't have any old system that I can upgrade, so that I can test procedure myself.
If a tool is out of the question, then a WIKI entry and reference to it from the dialog window asking the user to perform the reconfig is a minimal feature that should be done.
In the case of user that has no additional computers, that is catch 22. Not good.
