There originally was no resolv.conf in /var/lib/ntp/etc. I copied mine from /etc and it started working. Is that a bug that needs to be reported?
resolv.conf is not part of the files handled by the prepare_chroot() function of /etc/init.d/ntp to initializes the chroot envirionment. And your report is the first I've seen. As a workaround you might add /etc/resolv.conf to NTPD_CHROOT_FILES of /etc/sysconfig/ntp. But I like to understand why resolv.conf is needed in your case but not in so many others.
