It is what its name says. It's Mozilla Thunderbird 3.0 beta 2 and it's made available for testing and for people wanting to use the latest (even if there is no guarantee that it's absolutely stable right now). It's also packaged so that it can be installed in parallel to the Thunderbird 2.x series. It doesn't even use the same profile location for data safety reasons.
