The name of the folder where deleted mail goes in KMail, or KMail component of Kontact, is "trash", not Wastebin. It is located in local folders.
With the en_GB localisation, the name of that folder in kmail is also wastebin
In KDE 4.2 the command is called "move thread to wastebin" and has the ctrl- del shortcut. "Delete thread" you only see on threads that are already in the wastebin
If that's not in 4.1.x, you might consider filing a bug to get it backported, because I agree that it's a useful feature
