dmesg and /var/log/messages show the kernel module being loaded and system
info shows my cheapie no-name bluetooth dongle. KdeBluetooth says there is
no device. I've tried under both KDE 3.5 and KDE4.

It is known bug.
I think it already resolved for kdbluetooth4 see
There is 1-click install for kde4 stable (4.1.3)

For kdebluetooth3, the bug is still open see
Well, there is a workaround, use bluez3 instead of bluez that comes
with 11.1. See
